PKP S.A. at NATO on Strategic Development Directions

From May 20 to 22, 2025, a plenary session on transportation was held at NATO Headquarters in Brussels. The session brought together NATO member states, representatives from both the civilian and military branches of NATO (SHAPE), and leading experts from various sectors of the transportation industry.

Poland was represented at the event by the Ministry of Infrastructure. The civilian side of the Alliance was represented, among others, by Tomasz Lachowicz – Senior Transport Advisor/Coordinator for Rail Transport – who gave presentations and discussed the key challenges and strategic directions for the development of military mobility and the strengthening of resilience among NATO countries. Emphasis was placed on the need to ensure military mobility not only through the development of dual-use infrastructure, but also by securing appropriate operational resources from Alliance members and identifying adequate funding sources for flatbed wagons used to transport heavy military vehicles, mobile ramps, and other logistical solutions. Attention was also drawn to the use of diesel locomotives and, in the context of increasing automation, the importance of maintaining manual control over various technical aspects of rail management, in light of experiences from the blackout on the Iberian Peninsula.

A separate topic presented by the director of PKP S.A.'s representation office was the development of military corridors, the implementation of 500 hot spots, the situation in the freight market, and a strategic assessment of changes in the supply chain related to the current geopolitical situation.

The topics presented were met with a number of questions from representatives of delegations from Canada, the United States, and European countries. Most importantly, they were positively received by NATO. Based on this presentation, NATO’s Resilience Committee will undertake further actions to build the resilience of the transportation system, aimed at strengthening the capacity of railway rolling stock for dual-use purposes.
