Modern information system solutions currently represent a huge potential to be utilized for ensuring efficient state administration. The unlimited possibility of communicating with the citizen creates a need for systematized actions supported by the use of proven, effective, efficient, secure, and user-friendly solutions.
Based on the conducted research, a tendency towards an increasing role of ICT in solutions currently in operation and those planned for launch has been observed. In Stage 1, building the infrastructure includes both elements of ICT networks and
the adaptation of the legal system so that it enables the effective use of emerging opportunities in the scope of communication strategies and technologies. Stage 2 is a decisive focus on the issue of developing a user-friendly interface for
on-line services. During this period, services provided in a traditional manner coexist with remote access to companies/offices. In Stage 3, the focus shifts to the automation of a number of repetitive tasks and their standardization in accordance with implemented procedures, which can take the form of process descriptions accepted on a national (or broader) scale, with documented roles of individual actors.
