Creating conditions for the “de-localization” of citizen services

An interview with Grzegorz Fiuk, Acting Deputy Director of the Department for Register Development at the Ministry of Interior and Administration, responsible for the PESEL 2 project.
Tomasz Szetyński: What will we, the citizens (natural persons), gain thanks to this system?
Grzegorz Fiuk: The implementation of the PESEL2 Program will directly or indirectly contribute to facilitating and simplifying a number of administrative procedures and will allow for the elimination of the direct and personal involvement of the citizen or entrepreneur.
T.Sz.: What will this consist of?
G.F.: Thanks to the PESEL2 system, it will be possible to reduce the number of issued certificates, attestations, copies, and excerpts by providing access to reliable and up-to-date data collected in central databases to interested public administration offices
and other authorized institutions and entities within the scope defined by legal regulations.
T.Sz.: Will citizens no longer be assigned to a single office, as they are now?
G.F.: The system will enable the creation of conditions for the “de-localization” of citizen services, consisting of enabling the performance of a number of administrative activities related to, among others, civil status, population registration, and identity cards, as well as the issuance of certificates
and copies at any municipal office, and not just the office appropriate for the citizen. There will also be the possibility of automatic updating and transferring of specific data between IT systems without the need for the citizen to do so (e.g., in connection with a change of residence)—data from the PESEL register will be able to be transferred to other public sector systems or retrieved by these systems using ICT techniques.
