1st Electronic Economy Congress – Part II

The 1st Electronic Economy Congress, which took place on November 23, 2006, in Warsaw, was organized by the Ministry of Economy and the Institute of Logistics and Warehousing. It was a direct continuation of the March Congress, which largely concerned issues of electronic banking. This time, participants discussed the current state of the e-economy in Poland, completed work, and plans related to the development of electronic government and local government administration. – Today’s meeting is a very important and unique opportunity to discuss the cooperation between representatives of the government administration and circles involved in the development of the electronic economy in Poland – said Piotr Woźniak, Minister of Economy. – For now, we have nothing to boast about. So far, nearly a year of attempts to introduce a “one-stop shop” mechanism for small and medium-sized enterprises have failed. We had to amend the Act on Freedom of Economic Activity in this direction to postpone the obligations we had previously undertaken to October 2007 by one year.
At the same time, the minister announced that 2006 was the last year in which failures outweighed the benefits achieved.
– I realize that this is a bad testimony to how efficient the Government is in implementing electronic economy instruments, but I promise you that we will do our utmost to introduce this mechanism so that the situation with postponing the deadline for obligations does not repeat itself – announced Piotr Woźniak. – Now I make a promise to you that this will be the benchmark of our efficiency and our determination in implementing the electronic economy.
Deputy Minister of Economy Andrzej Kaczmarek recalled the important project of creating the Central Information on Economic Activity: – Today, the registration of economic activity by a natural person takes place in the municipality; in addition, the future entrepreneur must also take three more steps – report to the Central Statistical Office, report to the Social Insurance Institution (ZUS), and obtain a tax identification number.
The solution we are currently using is outdated. In particular, registration in the municipality is an unnecessary bureaucratic burden because nothing comes of this information.
