The impact of logistics superstructure dispersion on the shape of the national logistics network

The development needs of the national intermodal network of logistics centers are clashing with the problem of constructing mono-transport logistics centers, which are clusters of modern warehouse facilities without access to rail infrastructure.
The development of such investments may become an obstacle to the implementation of plans for increasing the intermodality of freight transport in Poland, because in places where modern warehouse space is concentrated, there is usually a lack of transshipment infrastructure, which is necessary for handling intermodal transport. From the beginning of the political transformation until the end of 2006, private investors built approximately 4 million sqm of modern warehouse space across the country for rent or for their own use. Almost 98% of this area was concentrated in five voivodeships: Masovian, Łódź, Greater Poland, Silesian, and Lower Silesian (Figure 1). Depending on individual conditions offered to investors by landowners and the urban planning decisions of local administration, these facilities were built in spatially dispersed locations or formed clusters of warehouses that took the form of warehouse parks – most often without access to rail infrastructure. Most new warehouse facilities are built in a developer system intended for rent (Table 1), and their location clearly favors road transport, as warehouse facilities are located along existing or planned motorways and expressways. Building so many warehouse facilities weakens the possibilities of attracting further investors and users for future intermodal logistics centers. Also, existing logistics centers are filling up with investments at a slower pace than their creators would like.
Location of modern warehouse space in the II TINA transport corridor
The II international transport corridor includes the Wielkopolskie Centrum Logistyczne SA Konin – Stare Miasto, located in the town of Modła Królewska, in the Stare Miasto commune, situated in the Greater Poland Voivodeship. Among the initiatives to create logistics centers in this transport corridor, there are also two Greater Poland concepts: in Poznań-Franowo and Gądki near Kórnik. Furthermore, within the II TINA transport corridor, there are clusters of modern warehouses in the voivodeships shown in Table 2.
