Informatization in administration

(excerpt from the book “Electronic Economy in Poland – 2005 Report”, prepared by the Institute of Logistics and Warehousing)

Use of computers and the Internet

The level of computerization in offices reached 100 percent; only 0.2 percent of municipal offices did not have computers. On average, in local government units, one computer was used by between 1.1 employees in the Warmian-Masurian Voivodeship and 1.5 employees in the Świętokrzyskie Voivodeship. Exactly the same proportions were found in municipalities. In 2004, this range was between 1.2 and 1.6. This means that despite a decrease in spending on office informatization, the average number of employees using a single computer has decreased. The greatest improvement compared to 2004 occurred in the Warmian-Masurian Voivodeship. In 2005, 100 percent of offices in group I had websites. Among them, all marshal and provincial offices had Public Information Bulletin (BIP) pages, while 8.3 percent of central offices failed to fulfill this obligation.
Local government units generally maintained the 2004 level regarding the possession of websites – chart 1. BIP pages were held by 100 percent of county offices and cities with county rights, and 99 percent of municipal offices. Compared to 2004, the percentage of offices possessing an IT system for handling public procurement decreased (2004 – 19.7 percent, 2005 – 17.3 percent). The highest percentage of local government units possessing their own websites was observed in the Lubusz, Silesian, and Opole Voivodeships, and the lowest in the Podlaskie and Warmian-Masurian Voivodeships, which may also result from differences
in the wealth levels of the regions – chart 2.
