Humanitarian logistics – essence, conditions for effectiveness and application in the sphere of civil-military cooperation – part 4

Polish Military Contingent CHAD
The first rotation of the Polish Military Contingent in Chad (PKW MINURCAT) consisted of two maneuver companies from the 1st Siedlce Reconnaissance Battalion (Land Forces) and the Special Military Gendarmerie Unit from Gliwice. Support elements were formed based on soldiers from the 5th Engineer Regiment from Szczecin and the 10th Opole Logistic Brigade. The PKW MINURCAT operated with specific limitations, namely:

  • operational activities were conducted only from one base, IRIBA (FOB – Forward Operational Base), with the exception of personnel assigned to the MINURCAT Force Headquarters (FHQ – Forward Headquarters)

  • temporary deployment of parts of the PKW in other locations was permitted

  • the entire PKW force assumed responsibility for a designated area exclusively within the territory of Chad (mainly the Wadi Fira region – 60,684 sq km).

The primary tasks of the PKW concerned:

    • ensuring the protection of MINURCAT personnel and humanitarian organizations operating in the area of responsibility,

    • securing convoys with international humanitarian aid,

    • implementing so-called humanitarian projects,

    • cooperation with authorities and local leaders (formal and informal), including in the distribution of aid,

    • ensuring the safety of personnel and equipment in the mission area,

    • ensuring control of persons, places, facilities, and areas, including patrolling, reconnaissance, and monitoring the situation in the area of responsibility.

Phase I of the mission – a challenge for logistics
The participation of the PKW in the operation in Chad was primarily a challenge and a test for logistics, consisting of creating appropriate living and operational conditions for the troops – including humanitarian activities – in the complete absence of local infrastructure. The bases intended for the deployment of troops had no infrastructure other than runways. As part of joint financing, the European Union Operation Command commissioned civilian contractors only to dig wells for each of the bases. Other works were the responsibility of the nation. A significant problem affecting the preparation and conduct of the operation was the distances. For example, a journey of 600 – 700 km (in the absence of railway lines and suitable roads) took 2 to 3 days in the dry season, and 2 – 3 times longer in the rainy season. These factors were taken into account in the process of planning the deployment of Polish troops and the implementation of mandated tasks in the mission area. First (17-22.04.2008), the so-called Engineering Preparatory Group (IGP) was moved to the mission area to begin building the base and creating conditions for receiving the main forces. This group, numbering 64 soldiers, was self-sufficient, as it consisted of an engineering subunit, a logistics subunit (including cooks, drivers, a communications subunit, a security subunit, and a medical section). Their task was to prepare a 7-hectare area for the construction of the base.
