Representatives of the EU’s IDABC program (Interoperable Delivery of European eGovernment Services to public Administrations, Businesses and Citizens) at a meeting of the eSignature Expert Group on July 30th in Brussels – commissioned by the European Commission – evaluated twenty European solutions enabling the validation of public key certificates and the verification of electronic signatures. A detailed analysis of the offered solutions was conducted to develop the European Commission’s position and to make a decision defining the validation method for all entities and citizens of member states. The selected solution should easily and quickly verify both public key certificates and electronic signatures used in both European Union countries and non-member countries.
In the EFVS (European Federated Validation Services) report summarizing the presented solutions, experts identified the three most correct validation models: the Spanish validation platform “@firma”; the Polish commercial validation service “e-Notarius”; and, with reservations, the Norwegian “BBS” solution. The selection of these three platforms was made, among other things, due to their compliance with the European Union’s e-signature directive, the offered certificate validation, and the ability to verify electronic signatures. It was emphasized that the best mechanisms of this type should in the future offer legal liability and technical support for TSL lists.
