Development of the e-economy in Poland: the ebXML standard

The electronic economy on the European stage is developing to a large extent due to the promotion of the information society model as a more advanced one. It is perceived as the European style of work and life, and at its foundation lies easy and universal access to information, using the most modern information technologies. However, progress in IT and telecommunications infrastructure alone does not ensure economic development, providing only a technological platform for it. The development of the electronic economy depends to the greatest extent on the ability of a company or office to use the infrastructure, which is connected with the necessity of implementing new legal solutions, applications, services, and adhering to new standards and norms. Among the factors activating electronic activity, the most important is the dissemination of knowledge about possibilities; in the case of small and medium-sized
enterprises, it can stimulate their modernity, competitiveness, and above all, development. Countries with a high rate of
economic development pursue an active policy of supporting small and medium-sized enterprises, activating their participation in the global electronic economy. In our country, the program for the years 2003 – 2006 “Creating mechanisms and structures for the development of the electronic economy in Poland” aims to provide SME sector enterprises with IT tools necessary for development and migration into the area of
electronic cooperation. The program is largely financed by the Polish Agency for Enterprise Development and from public funds obtained from the European Union, including primarily the EU’s 6th Framework Programme for Research and Technological Development, and in the research part from the funds of the State Committee for Scientific Research and private sources. After the completion of the tasks listed in the program, there will be a stage of commercial implementation of the obtained tools, so that the implementation of the program allows enterprises to function independently in the electronic economy through the use of IT components. Within the framework of the multi-annual program,
several tasks are specified, according to which the policy aimed at improving the national economy through
the use of electronic economy tools is implemented. One of the tasks is to study the state of the e-economy in Poland in economic, legal, technical, and social aspects. Starting from 2002, as part of this task, the methods used
in the e-economy by enterprises are studied annually, and the current state and changes in the economic, legal, technical, and social environment of the electronic economy are analyzed. Reports presenting the results of research on the development of the electronic economy in Poland are developed and disseminated.
