“Logistyka” talks with Minister Marek Siwiec, Head of the National Security Bureau.
Editorial Board: – What is the current state of preparation of the State’s logistics system in the event of a war threat or an organized terrorist attack and the mitigation of their consequences? Are there legal acts regulating the functioning of the State’s logistics system in the event of a state of emergency?
M. Siwiec: – When speaking about the logistical preparation of the State in the event of a war threat or an organized terrorist attack, we primarily mean the capabilities, as well as the legal basis, for securing appropriate state reserves of raw materials, fuels, all kinds of machinery and equipment, agricultural products, food products and semi-finished products, medicines and medical materials, sanitary articles, as well as other goods necessary for the implementation of tasks in the field of national defense and security. The principles for creating and managing these reserves are defined by the Act of July 26, 1996, on state reserves and mandatory fuel stocks. The provisions of this Act oblige ministers, heads of central offices, presidents of relevant agencies, and voivodes to create, within the scope of their statutory activities, mobilization reserves – serving the implementation of tasks related to national defense and security, with particular emphasis on the needs of the Armed Forces and public security in a situation of a threat to national security, as well as during the increase of the state’s defense readiness. The aforementioned bodies impose tasks and obligations on entrepreneurs regarding the storage of reserves, their exchange, maintenance, and the maintenance of an appropriate quantitative and qualitative level of reserves.
