Methodology for estimating the maintainability and reliability of a motorway telematics system for the purpose of developing its operational strategy

Abstract: The paper presents the concept of using the Part Stress Analysis Prediction method along with the Maintainability Prediction method, using the example of a vehicle detection loop, which is one of the essential elements of a toll collection system. To determine the values of reliability indicators and to estimate the maintainability of other elements of the toll collection system, a software environment consisting of commercial programs, specifically Lambda Predict version 3.01 by Reliasoft and Item Toolkit version 7.08 by Item Software, was used. The result of this study is the determination of the steady-state availability of a single toll collection station. The purpose of forecasting the reliability and maintainability of the toll collection system elements is to analyze and evaluate the system, allowing for the development of a system operation schedule at a level of availability specified in normative regulations.
1. INTRODUCTION
Analyzing the current state of the toll collection system against the background of other European Union countries, it can be observed that there are long-term possibilities for the development of this system, which necessitate the operation of a manual toll collection system (MSP). Modernization of this system to the standard of EU countries will be possible no earlier than January 1, 2011, and will consist of building a National Toll Collection System (KSPO). The National Toll Collection System will operate two types of systems – an electronic toll collection system (ESP) and a manual toll collection system (MSP).
It should be noted that the reliability of the KSPO is particularly important, as it ensures revenue from tolls for travel on national roads. Interruption of the system’s operation will result in a loss of toll revenue, which in turn enables the maintenance of road infrastructure ensuring the continuity of transport services. For this reason, there is a premise to develop an optimal system operation strategy for the established equipment and the required level of system availability specified in normative regulations.
