During the negotiations for the contract to build and operate the section of the A2 motorway from the Łódź Stryków junction to the Konotopa junction near Warsaw, both parties – public and private – sought the best solution. Despite the good will and desire shown by the partners, it was unfortunately not possible to reach a compromise satisfactory to both sides. This result was primarily influenced by the unstable situation in the financial markets and the conditions set by the banks financing the investment.
– The terms of the tender for the A2 Warsaw – Łódź section were defined in a diametrically different economic situation than the one we have today. Nevertheless, it was these original conditions that tied the hands of both us and the public side throughout the negotiations. Therefore, despite enormous will and effort, we were unable to find a compromise that would enable the implementation of this investment – says Emil Wąsacz, President of Stalexport Autostrady SA. – Until the very end of the negotiations, both sides tried to reconcile today’s economic realities with the tender conditions set before the crisis, which would have allowed for securing safe financing for the investment and starting the construction of this strategic section as soon as possible. However, this proved to be unfeasible.
The Stalexport Autostrady Group currently manages the toll section of the A4 motorway from Kraków to Katowice and is participating in a tender for the adaptation and management of the A4 section from Katowice to Wrocław. Furthermore, the Group is interested in expanding its operations into markets in some of Poland’s neighboring countries.
– The contract for the A2 Łódź – Warsaw section was important to us, but it was not the only one. At the moment, our company is also participating in another tender – for the adaptation and management of the toll section of the A4 from Katowice to Wrocław. We will also be entering tenders for subsequent toll road sections in Poland and not only in Poland. We are closely monitoring and establishing contacts in neighboring markets as well – adds President Emil Wąsacz.
