Rail Transport Leader 2007 Awards presented

For the second time, the Rail Transport Leader awards were presented at the Dom Technika in Warsaw to railway industry companies and local governments that deserved special recognition for their activities, services, or products in the past year.

On November 12 of this year, a nationwide conference was held at the Dom Technika in Warsaw, organized by the Rail Transport Forum employers’ association and the Association of Transport Engineers and Technicians of the Republic of Poland, in cooperation with the magazine Transport i Komunikacja, titled “Open Railway Market in Poland – International Rail Transport in the European Union.” During the gala ceremony, awards were presented to the winners of the Rail Transport Leader 2007 competition: diplomas and statuettes in the categories of carrier, logistics and forwarding, railway siding, infrastructure, rolling stock, and local government.

The decision to grant the Rail Transport Leader 2007 award in individual categories is made by a Jury consisting of well-known, highly respected, and trusted scientists and experts in the rail transport industry, as well as representatives of the media and industry business organizations. This year, the Jury included:
– Prof. Janusz Dyduch, PhD, DSc, Eng. – Chairman of the Transport Committee of the Polish Academy of Sciences, who served as the Jury Chairman,
– Mirosław Antonowicz – Vice President of the Office of Rail Transport,
– Waldemar Fabirkiewicz – President of the Association of Transport Engineers and Technicians of the Republic of Poland, Radom Branch,
– Piotr Kazimierowski – President of the Rail Transport Forum Employers’ Association / Editor-in-Chief of the magazine Transport i Komunikacja,
– Franciszek Nietz – Polska Gazeta Transportowa (journalist).

The winners of the Rail Transport Leader 2007 competition were:

– in the local government category – Marshal’s Office of the Kuyavian-Pomeranian Voivodeship for successfully conducting the first tender in Poland for the provision of passenger rail transport services, resulting in the appearance of a new passenger operator on Kuyavian-Pomeranian tracks. Thanks to this decision, the Kuyavian-Pomeranian Voivodeship Local Government is the only one in Poland so far that has not only maintained the level of operational work from before the tender but also slightly increased it while simultaneously lowering the level of subsidies per so-called train-kilometer. Thanks to the tender, it was possible to preserve many local connections and improve the quality of services provided, particularly through the use of new or modernized rolling stock by both operators working in the voivodeship. As a year of practice shows, this is a model example of implementing European experience in the organization and execution of passenger rail transport, where the local government is the organizer and supervisor of services, and specialized companies are the transport operators.
– in the railway siding category – Przedsiębiorstwo Transportu Kolejowego Holding SA for comprehensive railway siding services,
– in the rolling stock category – AXTONE SA for the CRASH module buffer of category C, type KX-ZK1,
– in the infrastructure category – Tines Sp. z o.o. for the prefabricated railway-road surface type Edilon LC-L and PKP Energetyka Sp. z o.o. for the modernization of the traction network in tracks no. 1 and 2 on the Góra Włodowska-Zawiercie section at km 207.200-222.400 on railway line no. 4–E65, the Grodzisk Mazowiecki – Zawiercie section, enabling trains to run at speeds of up to 300 km/h,
– in the logistics and forwarding category – PCC INTERMODAL SA for launching new regular international connections and the dynamic development of existing container transport in domestic relations,
– in the carrier category – PKP Cargo SA for introducing new logistics and transport solutions and new products in the field of rail freight transport, and PKP Przewozy Regionalne Sp. z o.o. for modernizing existing and purchasing new rolling stock to serve regional rail connections and introducing new tariff offers for passengers, increasing the attractiveness of transport services compared to other carriers.

For the first time, the editorial staff of the magazine and portal Transport i Komunikacja honored four people with the title “Man of the Open Railway Market 2007,” which is awarded to individuals who have significantly contributed to the development of rail transport through their professional activities. This year, the title was awarded to:
– Piotr Całbecki – Marshal of the Kuyavian-Pomeranian Voivodeship for making the bold decision for the local government to conduct the first truly realistic tender for the selection of an operator for passenger rail transport in the Kuyavian-Pomeranian Voivodeship,
– Tomasz Moraczewski – Director of the Infrastructure Department of the Marshal’s Office of the Kuyavian-Pomeranian Voivodeship for the effective and professional conduct of the tender process for the selection of operators for passenger rail transport, enabling the real opening of the passenger rail transport market in Poland and breaking the existing monopoly of PKP PR in this area,
– Mieczysław Olender – President of the Management Board of PCC RAIL SA for taking the business risk and challenge of participating in the tender for regional connections in the Kuyavian-Pomeranian Voivodeship and subsequently launching transport services despite very unfavorable economic, legal, and political conditions,
– Marek Harz – President of the Management Board of “Kopalnia Piasku Kotlarnia – Linie Kolejowe” Sp. z o.o. for actions towards equal treatment in legal and tax terms of railway infrastructure under the management of various owners – especially regarding land tax and the possibility of using the railway fund for the repair and modernization of public railway lines.
