Secure your warehouse: SCANPACK, or Big Brother at STOLICA

In the summer of 2003, Messenger Service STOLICA SA completed an eighteen-month implementation of an innovative, unique shipment security system called SCANPACK. As the system’s creator and coordinator, Krzysztof Łazor, STOLICA’s Security Director and Management Board Proxy, told us, the most important element of the applied monitoring method is the integration of Radio Terminals (scanners) with Digital Winner Digital Recorders. It allows for computerized event analysis, enabling the examination of every shipment scan and the immediate identification of the shipment and the person who performed the scan. The total investment exceeded 2.5 million PLN.

All shipments transported by STOLICA are monitored throughout the entire transfer. The system consists of over 200 digital cameras, which allow for checking every stage of the warehouse shipment cycle, both at the central sorting facility in Łazy near Warsaw and at STOLICA’s branch warehouses in other cities. In Łazy alone, where over 100 cameras are installed, approximately 40,000 packages and shipments are sorted daily between 7:00 PM and 2:30 AM. Individual security and protection measures must complement each other and form a tight security system, i.e., one in which threat neutralization measures are highly resistant to the actions of criminals. No state-of-the-art alarm system will be effective without appropriate mechanical security and timely intervention. Each element of the security system (architectural-construction, mechanical, electronic, physical, and legal) is equally important and none can be omitted, noted K. Łazor. STOLICA’s distribution and sorting facilities are located in areas with the lowest possible crime rate, on fenced, well-lit, and guarded premises. An important element for buildings and warehouses is their construction, with doors and windows secured by grilles or anti-burglary shutters, and certified locks and padlocks. The effectiveness of the indicated mechanical security is also determined by the procedure related to the storage and issuance of keys (protection and access by unauthorized persons).

All company facilities are also secured with alarm systems connected to a monitoring station and industrial television systems (integrated with the shipment scanning system at the central sorting facility). Every process related to the handling of shipments at the central sorting facility is supervised by video cameras (from the moment the shipment is received until it is released from the warehouse), connected to the scanning system; thanks to this, the description of the scanned shipment and all data associated with it are automatically linked to the image from the camera observing the given process. In K. Łazor’s opinion, no industrial television system monitoring processes is capable of identifying details related to a shipment. In the courier industry, with tens of thousands of shipments, effective monitoring becomes practically impossible. Let us also remember that for a video camera, a shipment is just a package, a cardboard box without identifying features. In the case of a standard CCTV system, we can only observe whether criminal events are occurring in the monitored areas and whether established procedures are being violated.

Stolica was the first company in the courier industry in Poland to make successful attempts to combine two independent systems into one (video surveillance system and shipment scanning system). This allows for the identification of an anonymous shipment at any time and place. In the event of a missing shipment, by entering its number, we obtain video footage from the places where it was scanned. Thanks to this, the process of reviewing video material is significantly shortened, which increases the effectiveness of the system operator. All material is archived on digital recorders, which excludes the lack of recording as a result of human error or negligence.
The system also provides the possibility of conducting preventive actions, which play a primary role in the entire security system as a tool for controlling processes and procedures. Functional personnel have at their disposal high-speed dome cameras, a radio system, and a public address system, allowing for immediate reaction in case of procedural violations or errors committed by employees. Throughout the entire process related to shipment handling, responsibility at each stage is assigned to a specific employee.
