In response to the expectations of citizens and businesses regarding the provision of public administration services via electronic communication means (Internet, mobile telephony), the Ministry of the Interior and Administration has commenced the implementation of the PESEL2 Program. Through this project, the concept of building an information society will be put into practice. The PESEL2 Program has been divided into stages, with implementation planned for the years 2006-2008 and subsequent periods. It can be said that the construction of this system constitutes the foundation for modernizing Polish administration in terms of services provided electronically.
The PESEL2 Program is an undertaking to build a modern e-administration, based not only on the technical integration of IT systems functioning within public administration. The construction of new IT systems and the integration of existing ones will also involve simultaneous organizational and legal changes. Why do we need a new PESEL system? The strategic goal of the PESEL2 Program is to improve service for citizens and entrepreneurs in matters covered by the program and to build the Integrated IT System PESEL2 (ZSI PESEL2) as a reference population register as part of building a modern information infrastructure, which forms the basis for an inexpensive and citizen-friendly state. The operational goal of the program is to enable entrepreneurs and citizens to use online administrative services offered by administrations of various levels and types. The new system, based on integrated processes, will cover the handling of matters related to civil status, population registration, and identity cards. As part of the work on the PESEL2 system, the existing Universal Electronic Population Registration System will be modernized
and integrated with the IT systems of local governments in the areas of civil registry offices, population registration, and identity cards. The new ZSI PESEL2 system will be expanded to include a central register of civil status records and portals
allowing for the provision of services to entrepreneurs and citizens electronically.
